base-files: apply new sysctl.conf at postinst

This is mainly for kmod-br-netfilter.  To turn off
bridge-netfilter-call-xxx immediately after installation

While at it

 - Define filelist="/usr/lib/opkg/info/${pkgname}.list"
 - Reuse "[ -z "$root" ]"
 - Grep with "-m1"
