ramips: disable unused phy ports of WizFi630S

WIZnet WizFi630S is using only 3 of the phy ports. The unused phy ports draw unnecessarily power. This is disabling the unused phy ports. Signed-off-by: Tobias Welz <tw@wiznet.eu>
